It's not really all that expensive… accountants charge $50-200 per hour, and they earn their money if they are competent. 

So, if a .org asks to be a chapter, let them know there is a $200 administrative charge to set up a child chapter, and the parent .org requires a 10% fee on receipts. This will be well worth the time and money of any legitimate child chapter .org.
